The
objective of these enhancdements is to reduce the number of hand edits associated with
builing the data files required for the Water Resource Planning Models in order to
enhance reproducability and quality control.

Approach

Enhance the DMI makenet to allow a point to be assigned to the network which is not a
diversion, instream flow, reservoir, or stream gage. This point may be a river confluence
or simply a point the user is interested in. Assign the identifier _ OTH to such a point to
the * .rin file.

Enhance the DMI makenet to include a command line arguement similar to setdiv in the
DMI watright which allows a diversion, instream flow, reservoir or stream gage name to
be assigned to the river network file (* .rin) and river station file (* .ris). This option will
be useful for stations not in the database such as a downstream terminus of an instream
reach or where the abbreviated name from a river gage returned from the database, which,
because of the 24 character name limitation, often results in an unusable name (e.g.
Colorado River near FLO).

Enhance the DMI makenett documentation to describe the above enhancements.

Enhance the DMI watright to print acreage data to the diversion station file (* .dds) using
two decimals. Insure acerage data providide thru the command line arguement setdiv is
capable of handling acerage data provided as both an integer or two decimals.

Enhance the DMI watright to treat diversion, reservoir, instream flow and stream gage
data which are requested in the river network file (* .rin) file but are not found in the
database consistently as follows:

. If not a recognized data type LDIV, _RES, _ISF, or _FLO) or a structure ID cannot
be found in the database, print a warning to both the screen and log file.

. Allow the user to add or edit a diversion station, diversion right, instream flow
station, instream flow right, reservoir station, reservoir right, or stream gage to the
StateMod files generated by watright using a command line arguement similar to the
existing setdiv. Amont other activities this subtask should revise the command setisf
to write a node or structure name to the instream station (* .ifs) and instream right
(* .ifr) files. Also, it should allow a free river water right to be added to a diversion
(* .ddr) , instream flow (* .ifr) or reservoir right (* .rer) file.

. Develop a procedure similar to setdiv which allows a command line to specifY
reservoir data generally not available in the da:abase such as area capacity, etc.
