Except as otherwise provided in this Act, in construct- <br />ing operating, and maintaining the units of the projects herein <br />all~ horeafter authorized, the Secretary shall be governed by the Fed- <br />erel redametion Jaws (Aet of June 17 190"2; 32 Slut. 388, and Acts <br />ftmendatory thereof or supplementary tiH~reto) to which Jaws this Act <br />shall be deemed a supplement. <br />SEC. 605. Part I of the Federal Power Act (41 Stat. 1063; 16 U.S.C. <br />791a-823) shall not be applicable to the reaches of the main stream of <br />the Colorado River between Hoo,,'er Dam and Glen Can)'on Dam until <br />and unless otherwise provided by Congress. . <br />S.c. 606. As us<d in this Act, (a) all u,rms which are defined in the <br />Colorado River Comp,a.ct shall have the meanings therein defined; <br />(b) "Main stream 1 means the main stream of the Colorado River <br />downstream from Lee Ferry within the Uniu,d States, including the <br />t"t'Servoirs thereon'; . . <br />(c) "User" or .'water" user" in relation to main stream water in the <br />lower basin means the United States or any person or le!:aJ entity en- <br />titled under the decree of the Supreme Court of the UmW:! States in <br />Arizon~ against California, and others (376 U.S. 340), to use main <br />stream water when available thereunder;. . . <br />(d) "Active stora.ge" means that amount of water;n reservoir stor- <br />age, exclusive of bank storage, which can be released through the e:Iist~ <br />ing reservoir outlet works j' '.:. <br />(e) IIColorado River Ba.sin States" means' the States of Arizona, <br />California, Colorado, Neva.da, New Me:x:ico, Utah, and Wyoming; <br />(f) "Western UniW:!
