SEC. 603. (a) Rights of the upper bs!;in to the cop.sumptive u.::>c of
water a\oa.ilable to that basin from the Colondq niver system under
the Colorado River Compact shall not be reduced or prejudiced by nllY
use of such ","ater in the lower bnsin.
(b) Nothing in this Art .hall be construed so as to impair). conflict
with, or otherwise change the duties and powers of the Upper ColonHlo
River Commission.
SEC. 604. Except as otherwise provided in this Act, in construct-
ing operating, and maintaining the units of the projects herein
all~ horeafter authorized, the Secretary shall be governed by the Fed-
erel redametion Jaws (Aet of June 17 190"2; 32 Slut. 388, and Acts
ftmendatory thereof or supplementary tiH~reto) to which Jaws this Act
shall be deemed a supplement.
SEC. 605. Part I of the Federal Power Act (41 Stat. 1063; 16 U.S.C.
791a-823) shall not be applicable to the reaches of the main stream of
the Colorado River between Hoo,,'er Dam and Glen Can)'on Dam until
and unless otherwise provided by Congress. .
S.c. 606. As us<d in this Act, (a) all u,rms which are defined in the
Colorado River Comp,a.ct shall have the meanings therein defined;
(b) "Main stream 1 means the main stream of the Colorado River
downstream from Lee Ferry within the Uniu,d States, including the
t"t'Servoirs thereon'; . .
(c) "User" or .'water" user" in relation to main stream water in the
lower basin means the United States or any person or le!:aJ entity en-
titled under the decree of the Supreme Court of the UmW:! States in
Arizon~ against California, and others (376 U.S. 340), to use main
stream water when available thereunder;. . .
(d) "Active stora.ge" means that amount of water;n reservoir stor-
age, exclusive of bank storage, which can be released through the e:Iist~
ing reservoir outlet works j' '.:.
(e) IIColorado River Ba.sin States" means' the States of Arizona,
California, Colorado, Neva.da, New Me:x:ico, Utah, and Wyoming;
(f) "Western UniW:! States" means those States lying wholly or in
part ,,~t of the CD!!tinental Divide j and
(g) "Augment" or "augmentation", when used herein with reference
to water, meaM to increase the supply of the Colorado River or its
tributaries by the introduction of water into the Colorado River sys-
lem, which is in addition to the Datural supply gf the system. .
