Lands having wilderness character are to be managed so as not <br /> <br />to impair their suitability for preservation as wilderness until Congress <br /> <br />makes a determination; except that existing mining and grazing uses, and <br /> <br /> <br />mineral leasing will be permitted to continue in the manner and degree in <br /> <br /> <br />which the same were being conducted on October 21, 1976; <br /> <br /> <br />4. A survey to determine mineral values of an area determined to <br /> <br /> <br />be suitable must be conducted by the U.S. Geological Survey (GS) and the <br /> <br /> <br />Bureau of Mines (BM) prior to any recommendation for the designation of <br /> <br /> <br />an area as wilderness; <br /> <br /> <br />5; Within the California DesertConservation Area, resource inv~- <br /> <br /> <br />tories including wilderness must be completed by September 1, 1978; also, <br /> <br /> <br />a multiple-use plan, including wilderness, is to be completed by <br /> <br /> <br />September 1, 1980;and <br /> <br /> <br />6. The BLM role in the wilderness review procedure is to rec01lllllend <br /> <br /> <br />to the Secretary of the Interior--President--Congress those public lands <br /> <br /> <br />which are.suitableor nonsuit able for wilderness preservation. (Congress <br /> <br /> <br />makes the final decision on what areas will or will not be included iu <br /> <br /> <br />the.
