<br />001285 <br /> <br />I. Purposes <br /> <br />A. The purposes of the Bureau of Land Management's (BLM's) Wilderness <br /> <br />Policy and Review Procedure ar~ to: <br /> <br />1. Meet the legal requirements of section 603 of the Federal Land <br /> <br />Policy and Management Act of 1976 (FLPMA) and the intent of Congress; <br /> <br /> <br />2. Inventory those public lands under the jurisdiction of the <br /> <br /> <br />Bureau of Land Management (BLM) that meet the criteria of section 2(c) of <br /> <br /> <br />the Wilderness Preservation Act of 1964 for possible designation as <br /> <br /> <br />wilderness (the inventory, study, and reporting of wilderness preservation <br /> <br />potential on the public lands will be accomplished prior to October 21, 1991; <br /> <br />however, the inventory, study, and reporting of all primitive and natural <br /> <br />areas formally identified prior to November 1, 1975, will be accomplished <br /> <br />prior to July 1, 1980); <br />3. Provide a wilderness review procedure which enables the public, <br /> <br />organizations, and State and local governments to be fully involved; <br /> <br />4. Manage the public lands so that multiple use activities will <br /> <br />continue with minimum interruption while the wilderness review program is <br /> <br />being conducted (for example, following is a partial list of activities <br /> <br />that can continue during the study and reporting of wilderness study areas: <br /> <br />off-road vehicle use, mining, mineral leasing, hunting, fishing, maintenance <br /> <br />of facilities, and access or granting of rights of way; it is the impact an <br /> <br />activity has on the land and the potential for wilderness designation (not <br /> <br />a particular activity itself) that will be measured to determine if it will <br /> <br />be allowed or regulated); and <br />5. Guide the protection and interim management of those areas <br /> <br />that qualify for wilderness until a final wilderness determination is made <br /> <br />by Congress. <br /> <br />1 <br />
