ENVIRONMENTAL ISSUES ADDRESSED IN THIS DRAFT SUPPLEMENT . It was determined in the FEIS that 23 resources or resource activities had the potential to be affected by construction, operation, and maintenance of the TransColorado pipeline, At a minimum the analysis must consider the BLM Critical Elements of the Human Environment (BLM 1996b) , The treatment of these various elements is described below, Because of the more limited topical scope of this Draft Supplement, some resource issues and activities would not be affected by the proposed activities or land use, or the expected resource effects would be very small. Following is a listing of resources that would be affected by the proposed activities being considered in this Supplement. Impacts to these resources are analyzed in detail in Chapter 4 of this Draft Supplement.
