Many alternatives have also been <br /> <br />studied in developing each of the three basic plans. <br /> <br />The plan presented in Senate Document No. 19l, from which the Unit <br /> <br />development was authorized, consisted of gravity development for about <br /> <br />1,700 acres in Colorado and 4,800 acres in Kansas. <br /> <br />After authorization, our studies and subsequent meetings with the <br /> <br />Commissioners of the newly formed Republican River Compact disclosed the <br /> <br />fact that the major portion of the virgin water supply of the South Fork <br /> <br />of the Republican River had been allocated to the State of Colorado by <br /> <br />Kansas and Nebraska, and no relinquishment was forthcoming. In fact the <br /> <br /> <br />water supply available from Bonny Peservoir, in compliance with the <br /> <br />Compact, would allow for service to only 1,800 acres in Kansas, instead <br /> <br />of about 4,800 acres in the St. Francis Unit Plan. The reduction in this <br /> <br />area increased the cost for service per acre in Kansas so much as to also <br /> <br />make the l,800 acres remaining economically unfeasible. The alternatives <br /> <br />to the gravity flow plan required costly high lift pumping to desirable <br /> <br />table lands in Colorado and Kansas near the Bonny Reservoir; feasibility <br /> <br />of which depended on the availability of cheap pCfWer, which was not then <br /> <br />available from the Missouri Basin Power Pool. <br /> <br />2469 <br />
