It now appears probable that the <br />dewatering-reinjection operation implemented for MOP will be essentially <br />continued through early years of COP and that groundwater production by <br /> <br />/ <br />such time may essentially balance reinjection requirements to continue <br />reasonable constraint of the cone of depression. Accordingly, while <br />preliminary planning for appropriate storage will be undertaken, it <br />'would not be prudent to expend large sums for environmental assessment, <br /> <br />design, right-of-way, and other premature expenditures prerequisite to <br /> <br />storage until such time as a definite need is firmly established. <br />Additional lead time is also essential to accomodate exploration of <br />alternatives to storage, as well as to explore joint-venture opportunities <br />for water management with other developers and/or governmental entities. <br /> <br />However, the time frame for achievement of such no-discharge system <br /> <br />might span several years. <br /> <br />1363 <br />
