RBOSC .continues to plan to ultimately achieve a no- . <br />discharge system as suggested by the above quote. However, we would <br />like to elaborate on that statement and provide you with the background <br />and current status with respect to water management at Tract C-a and the <br />general plan and time frame contemplated by RBOSC for achieving a no <br />discharge water management plan. <br /> <br />In initial planning of water management in 1977 for a four-year duration, <br />modular development phase (flOP) of Tract C-a through the modified in <br />situ (ruS) technique, several basic precepts were adopted. First, the <br />underground retorts should be sufficiently dewatered to enable retorting <br /> <br />as well as minimize the incidence of post-retorting sour water. Second, <br /> <br />flOP should be viewed as a learning period, including water management, <br />to corroborate hydrological projections and otherwise ascertain the <br />actual environmental consequences that would be associated with the <br />dewatering operation by means of a comprehensive monitoring program. <br />Third, strategically located reinjection wells should be 'provided to <br />return the groundwater to the producing aquifer in order to restrain the <br /> <br />concomMitant spread of the cone of depression to within a reasonable <br /> <br />distance from the dewatered area throughout the learning period. <br /> <br />1367 <br />
