'." . ,i ,'I <br />During the 18 months which .have elapsed"since the issuance of the <br />decision this committe.e has made an intensive staff and committee <br />study of all aspects of the Supreme Court decision. 'I <br />On October 31, 1963, this committee metl jointly with'! the flenate <br />Factfinding Committee on W,,[ter Resources and received :testimciny on <br />the initial Pacific SouthwestlWater Plan which was then .pehding before <br />the Governors of the,aff~cted states. On November 8, 1963,1 the com' <br />mittee issued a report The Pacific Southwest Water Plait.' which was <br />transmitted to the Se'.retary of the Interior together with the' State's <br />Comments prepar.l.\d ly the Governor. . <br />In JanuaJY'1964; the Secretary of the Interior submitted a'revised <br />Pacifie S""thwest Water Plan, and in April the six agencies of southern <br />Cailim:nia which utilize Colorado River watet: sponsored S. 2760,\;intro' <br />i'tICed by United States Senator Thomas Kuchel. In addition, a number <br />of other proposals for solution of Pacific Southwest water pl'oblems <br />were made, some ,of which were introduced"in Congress.' ,.,. <br />.rDm'in.g'l964 this committee ,held two public hearings"pursuant to <br />.ACR V,OniJuly'23, the committee met in Santa Monica'and received <br />testimony from state officials. On August 13dmd 14 the' committee met <br />jointly with ,the Senate Factfinding Committee on Watel'Resources in <br />Sacramento and' ,received testimony from federal, state;' iand local of- <br />ficials with regal'd to. the wide range of proposals pending for solution <br />of Pacific Southwest water problems. [" . ,,' <br />During the First Extraordinary Session of 1964, Chairman Barter <br />coauthored SCR 22 with Senator Cobey. This resolution requestea the <br />University of California to make" a thorough,' exhaustive, disinterested, <br />objective, and analytical study of the January 1964 Pacific Southwest <br />Wate.r Plan. . . and seek to ascertain the respective advantages and <br />disadvantages of a regional approach . . . and the individual. state <br />approach contained in the California Water Plan. . . . ", In response <br />to thisl'esolution the university submitted a report by Fred A.
