<br />4. THE SOUTHWEST PACIFIC PROJECT ACT

<br />On April 22, 1964, Senator Thomas H. Kuchel of California intro-
<br />duced S, 2760. The bill was drafted by Northcutt Ely, Oalifornia's
<br />Ohief Oounsel on the Colorado River litigation, at the direction of the
<br />six agency committee composed of the six Southern Oalifornia agencies
<br />(Metropolitan Water District of Southern Oalifornia, Palo Verde Irri-
<br />gation District, City of Los Angeles, San Diego Oounty Water Author-
<br />ity, Ooachella Valley Water District and Imperial Irrigation District)
<br />which presently are utilizing Oolorado River water in Oalifornia.
