A number of considerations which are unusually con- <br />troversial and important in California common to all of these, such as <br />area of origin protection, a 4.4 million acre-foot priority to Califor- <br />nia, regional watcr commissions, etc., are discussed, together with the <br />committee's comments, in Chapter V, "Major Policy Problem Areas." <br />A more general picture of the proposals is presented in this chapter. <br /> <br />1. THE CENTRAL ARIZONA PROJECT <br />(S. 1658, as introduced) <br /> <br />The Central Arizona Project itself is the major initial featur~,\~j{ <br />all of the proposed solutions to Pacific Southwest water problem"; and <br />will be discussed in detail here and only referred to in ~!ltJFe 'if'detions,' <br />It was first reported Oll by the Departmell1!of the"lnter\ior in 1947 <br />and was published as House Document 136, 81st Congress," First Ses- <br />sion. It was on the basis of the 1947 report that legislation was first <br />introduced to authorize the project.
