<br />0022,'/4 <br /> <br />3.0 DESIRABILITY OF THE PROJECT - STATE AND LOCAL PERSPECTIVE <br /> <br />. <br /> <br />The following is a discussion of project desirability from the perspective of <br />the state and local governments and the public. <br /> <br />3.1 Environmental Consequences. <br /> <br />3.1.1 Summary of Environmental Impacts. <br /> <br />(An environmental assessment is being prepared to address the impacts of the <br />proposed facility. once completed, a summary of those impacts and mitigation <br />measures will be included in this section.) <br /> <br />3.2 Economic Impacts. <br /> <br />Construction of the proposed facility would be expected to last for 16 months <br /> <br />beginning in August 1990. During this period, the workforce would be about 20 <br /> <br />to 30 workers but would peak at 100 workers for 4 months. A majority of the <br /> <br />workers are expected to be from the local lahor pool. thus, most of the wages <br /> <br />... generated by construction would be spent in the area ~nd impact the local <br /> <br /> <br />economy. <br /> <br />The facility would create approximately 30 'lPW long term (30 years+1 jobs. <br />A majority of these employees would be hired locally uccording to the <br />Sponsors, and trained to operate the facility. Since c'Jnstruction of I-70 <br />through Glenwood Canyon is scheduled to be winding do~~ about the time this <br />facility begins operation, those workers may enjoy a new long term employment <br />opportunity. Thus, the project would contribute to economic stability of the <br />region. <br /> <br />Because the facility would be privately owned, it would be subject to the <br />payment of property taxes. Depending upon the valuation at completion. j.t <br />would pay approximately $1 million in annual ['r0porty taxes.
