....

.'

.

.

water resources 'Were presented in 1944 to the Congress by the Corps of
Engineers and the Bureau of Reclamation. The Hale Dam site proposed by

the Corps of Ji:n€,ineers in House Document 475 was replaced by Bonny Dam
and published in Senate Document 247, which reconciled the Bureau of
Reclamation and Corps of Engineers' plans for the Missouri River Basin,
later known as the Pick-Slo~n plan. The coordinated plan proposed the
construction of three dams on tributary streams in the Upper Republican

area. Pioneer Reservoir on the Arikaree River was planned for flood

control only, Viray Reservoir on the North Fork oi' the Republican River
was proposed primarily for irrigation, and Bonny Reservoir on the South
Fork of the Republican River was proposed as a multiple-purpose reservoir

for both flood control and irrigation as the primary features. The

predominant use of the reservoir, however, was for flood control. No

immediate irrigation development is contemplated for Pioneer as it is

primarily for flood control and is under the jurisdiction of the Corps

of Engineers.

A plan for irrigation from Bonny Reservoir as published in Senate
Document 191 provided for irrigation of 6,000 acres of new land and 519

acres for supplemental water supply to the presently irrigated lands
under the Hale Ditch. The new lands were to be irrigated on the north

side of the river from Bonny Dam and extending dovm the South Fork to

within a few miles of St. Francis, Kansas. The project, consisting of

dam, reservoir, and irrigation distribution system, was called the

St. Francis Unit. In the Flood Control Act, Public Law 534, December 22,
1944, 78th Congress, 2d SeSSion, the St. Francis Unit was authorized for
construction. This action by Congress assured the building of Bonny

Dam, the major feature of the St. francis Unit, the largest and most

2501
