Owners of property <br /> <br />whose land is acquired under the terms of this section retain for themselves <br /> <br />and their successors the right of use and occupancy of the improved property <br /> <br />for non-commercial residential purposes for a period of up to twenty-five years <br /> <br /> <br />(Sec. 6,g). State land or land owned by political subdivisions of states can <br /> <br /> <br />only be acquired by donation to the system. <br /> <br />In Section 7, rivers and their immediate environments that are included in <br /> <br />the national system are protected from future development. Construction of dams, <br /> <br />water conduits, powerhouses, or transmission lines which directly affect a river <br /> <br /> <br />included in the system are prohibited under Section 7(a) of the Act. However, <br /> <br /> <br />developments above or below a designated river or on any stream tributary are <br /> <br /> <br />allowed provided that it "...will not invade the area or unreasonably diminish <br /> <br />the scenic, recreational, and fish and wildlife values present in the area on <br /> <br />the date of the approval of this Act." (Sec. 7,a). <br /> <br />Public land within the boundaries of a designated river are withdrawn <br /> <br />from sale or other disposition in Section 8(a). Section 9 specifies that minerals <br />located within one-fourth mile of the bank of a designated river are withdrawn <br /> <br />from appropriation under this act. Prospecting and mining are permitted above <br /> <br />or below a designated river provided that the Secretaries of Interior or <br /> <br />Agriculture have determined that adequate safeguards against pollution and im- <br /> <br />pariment of the scenery have been taken. Sections 10 and 12 provides that the <br /> <br />administration and management and management review of the NWSRS Section 11 <br /> <br />encourages the assistance and cooperation of the federal government with state <br /> <br />and local governments in developing comprehensive outdoor recreation programs. <br /> <br />The waters of rivers and streams included in the NWSRS are not reserved for <br /> <br />purposes other than those stipulated in the Act, and the jurisdiction of the states <br /> <br />~5- <br />
