Free-flowing means that the reach of the <br />river should be in its natural condition without impoundments, diversions <br /> <br />straightening, or other modification of the waterway. The Guidelines are not <br /> <br />intended to be so strict, however, that low dams, diversions or other minor <br /> <br /> <br />structures will not automatically preclude designation of the river if the <br /> <br /> <br />structure does not diminish the values present in the area. The Guidelines <br /> <br /> <br />provide that only rivers with unpolluted waters, or waters subject to restora- <br /> <br />tion to an unpolluted condition are eligible for inclusion in the system. <br /> <br />They do recognize, however, that waters of varying quality do occur naturally <br /> <br />and ~urther states that the water quality should "...support the propagation <br /> <br />of those forms of life which normally would be adapted to the habitat of the <br /> <br />stream. II <br /> <br />Section 3 designates the components of the National Wild and Scenic <br /> <br /> <br />Rivers System (NWSRS). Eight rivers were designated as the initial components <br /> <br /> <br />of the system. The procedures to be followed for potential additions to the <br /> <br /> <br />system are outlined in Section 4. The Secretary of Interior or the Secretary <br /> <br />of Agriculture, in the case of national forest lands, or the two Secretaries <br /> <br />jointly study the proposal and prepare a report including maps and illustra- <br />tions that show the area included within the proposal; the characteristics <br />which make the area a worthy addition to the system; the current status of <br /> <br />land ownership and use in the area; the reasonably foreseeable potential <br /> <br /> <br />uses of the land and water which would be affected by inclusion in the system; <br /> <br /> <br />who will administer the area; and the costs to be borne by federal, state and <br /> <br /> <br />local agencies. Section 4 further stipulates that all studies and plans for <br /> <br /> <br />wild and scenic rivers must be coordinated with any water resources planning <br /> <br /> <br />involving the same river which is being conducted pursuant to the Water Resources <br /> <br />Planning Act. <br /> <br />^ -3- <br />
