<br />002855 <br /> <br />STANDARDS <br /> <br />General <br />. Maintain standards in old criteria. <br />. Must meet NNF stocking procedures in 50 year floodplain. <br />. Need to develop standards to measure "success". (For example, surface acres <br />isolated from the river, numbers and biomass of NNF killed, or increased <br />numbers ofT&E fish sampled during ISMP.) <br />. Need to show "sufficient progress" in development of grow out ponds and <br />flooded bottomlands. <br />. Long tenn benefits are better than short term benefits. <br />. High risk is acceptable on prototype/experimental projects, <br />. Projects which benefit multiple entities are desirable. (DNR, city, county, private, <br />wetlands, GOCO) <br />. NEPA standards must be met and in place prior to onset of reclamation work. <br />. All standards are connected. (Items in this list are connected with each other.) <br />. Vehicle access is important. This facilitates management activities and public <br />access where appropriate. <br />. Reclamation activities should have little to no impact on birds. <br />Flooded Bottomlands <br />. Restoration within the 10 year floodplain is a high priority to allow bottom lands to <br />seasonally reconnect with the river. <br />Ponds <br />. Ponds with chronic escape of NNF, anywhere in the floodplain, are high priority, <br />. The presence of contaminants should be low to nonexistent in grow out ponds. <br />. Drains facilitate the collection of T&E fish in grow out ponds for stocking. <br />. Ponds without drains may be used for grow-out because T&E fish can be <br />recovered through trapping. <br />. Ponds that contain no fish are acceptable. <br />. Ponds left dry after pumping are unacceptable to DPOR but acceptable to FWS. <br />. Ponds fitted with screens to prevent NNF access to the river are acceptable. <br />However, ponds with screens which occasionally reconnect are tolerable. <br />Public Land <br />. Projects on public land are priority. <br />Private Land <br />. Landowners with large blocks of land are priority. <br />. Landowner compliance is essential. <br />. The program needs to be landowner friendly because their compliance is <br />voluntary. <br />. Landowners should be contacted only after a range of options/incentives has <br />been detennined. <br />. Projects should be based on/meet landowner interests, however these have not <br />yet been detennined, <br />. Direct communication with landowner is needed to eliminate landowner hostility. <br />Angler <br />. Public access for fishing is desirable. <br />
