It has been developed <br />in cooperation with Area 7, Real Estate and Aquatic Program personnel. We have also <br />informally discussed the management concepts section with USFWS. I wish to submit it <br />for formal review. <br /> <br />What we must seek is agreement on a set of guidelines that DOW field people could use <br />to negotiate landowner participation in this Program. Therefore, I ask the we develop <br />consensus on a few key points about which I have heard different perspectives. This <br />program needs to be funded. A commitment of money is needed immediately for trespass <br />fees and leases. Also, we need a commitment from the Hatchery Program or others that <br />fish can be available for stocking in the ponds in accordance with the nonnative fish <br />stocking procedures. There also needs to be understanding that some ponds might be <br />stocked without being open to public fishing. Such stocked fish would be "in payment" for <br />a landowner participating in the NNFC program. We can work out the details of these <br />topics in the coming weeks. In the meantime, let's discuss them so we can come to a <br />common understanding of how best to move forward. <br /> <br />As a start, I suggest we elicit formal review from the Habitat, Hatchery, Human Dimensions <br />and WE Region groups.
