The changes would require federal legislation. <br /> <br />. <br /> <br />. <br /> <br />Governor Lamm also advised that he had initiated discussions <br /> <br /> <br />with Governor Babbitt of Arizona and Governor Matheson of Utah to <br /> <br /> <br />lay the groundwork for the proposal to use power revenues for <br /> <br />financing construction of water projects. He premised these <br /> <br /> <br />discussions on Colorado's long-held position that the State would <br /> <br /> <br />agree to no new uses of power revenues until Colorado has <br /> <br /> <br />realized its equitable share of Colorado River development <br /> <br /> <br />opportunities as contemplated by federal law. <br /> <br />Lamm then called for a single forum to discuss issues of <br /> <br /> <br />mutual interest to Colorado River Basin states. He said that in <br /> <br />the past "discussion of Colorado River issues has been <br /> <br /> <br />unnecessarily and inappropriately fragmented into different <br /> <br /> <br />forums." He said the power revenue issue was one of several such <br /> <br /> <br />issues, including salinity control, weather modification, <br /> <br />reservoir operations and Indian water rights. The Governor said <br /> <br /> <br />that the proposed forum would "provide an opportunity to improve <br /> <br /> <br />our lines of communication, develop a mode of cooperation, and <br /> <br />create the institutional memory which will be so important in the <br /> <br />future." <br /> <br />The Colorado Water Conservation Board decided to pursue the <br /> <br /> <br />power revenue concept for water project financing as outlined by <br /> <br />the Governor, with directions to its staff to begin immediate <br /> <br /> <br />negotiations with all interested parties and report back to the <br /> <br /> <br />Board. Several parties addressed the Board, including power <br /> <br /> <br />companies and water users which expressed general support for the <br /> <br />concept. <br /> <br />For further information contact: <br /> <br />J.
