Building B' , <br />I" <br />Grand J unction, CO 87506 <br /> <br />, <br />Subject: Draft Animas River Native Fish Mitigation Recommendation Report, Fish and Wildlife <br />Mitigation, Animas,La Plata Project,Colorado/New Mexico <br /> <br />Dear Mr. Pfister: <br /> <br />Enclosed for your review and comment is the subject draft report that was prepared to fulfill a native fish <br />mitigation commitment associated with the operation of the Animas-La Plata Project (Project), <br /> <br />. <br /> <br />The Animas-La Plata Project Final Supplemental Environmental Impact Statement (FSEIS) was <br />completed in July 2000 and the Record of Decision was signed in September 2000, Prior to completing <br />the FSEIS, Reclamation, in consultation with the Fish and Wildlife Service (Service), agreed that it was <br />very difficult to quantify the long,term effects on the native fish populations caused by the Project's flow <br />depletions to the Animas River. <br /> <br />Accordingly, Reclamation committed to acquire additional data on the Animas River aquatic resources, <br />evaluate possible upstream native fish migration barriers and providing recommendations as to what <br />might be done to either eliminate or minimize the effects these barriers might be having to upstream <br />movement of native fishes, This draft report summarizes the data collection efforts and provides <br />recommendations that would allow more native fish to gain access to the upper' reaches of the Animas <br />River. <br /> <br />The current Project schedule projects that pumping from the Animas River will begin in 2009; however, <br />this date could change based on project funding and construction progress. ' <br /> <br />Please provide any comments on this draft report to our Durango Office.
