<br />002517 <br /> <br />.~ <br /> <br />~ <br /> <br />CONCLUSION <br /> <br />The planning and design phase of the SCPP continues. With the <br />successful completion of the 1976-1977 winter field tests by the <br />University of Washington, North American Weather Consultants, and <br />the Bureau, the program design will advance to field operations. <br /> <br />A Skywater X conference is tentatively planned during 1977 to <br />present the SCPP program design to the scientific community and <br />to the public for critique. This conference will be a forum <br />for examining what has been accomplished and obtaining counsel <br />on revisions or improvements to the design. <br /> <br />During the 1977-1978 winter season, collection of field data <br />under prerandomized seeding conditions will be completed. Equip- <br />ment will be installed, tested, and calibrated. Operating <br />procedures will be tested and refined. Concepts for coordina- <br />tion with the operating programs in the area will be developed <br />into functioning procedures. Transport and diffusion studies <br />will continue with tests at established field sites. Changes <br />in design may continue as a result of the increased knowledge <br />derived from this season's research. <br /> <br />~ <br />~ <br /> <br />, <br /> <br />The draft environmental statement will be completed, reviewed by <br />the public and interested agencies and organizations, revised to <br />reflect concerns voiced during the review, and a final statement <br />filed with the Council on Environmental Quality. <br /> <br />Randomized seeding will begin in the 1978-1979 winter season if the <br />preceding activities have been successfully completed and weather <br />conditions permit. It is estimated that if historic storm patterns <br />continue, 5 to 7 years of randomized seeding will be required to <br />obtain an adequate data base to confirm the expected seeding <br />increases at a significant level. <br /> <br />Within this time frame, environmental investigations and monitoring <br />programs will be designed and implemented. Dialog will continue <br />with concerned officials and the general public in the project <br />study area.
