<br />002511 <br /> <br />SECTION I II <br />SOCIAL AND ENVIRONMENTAL INVESTIGATIONS <br /> <br />The administration of the SCPP includes recognition that the project's <br />"physical design" requires an integration of physical science with <br />societal and environmental factors. The first contract award under <br />SCPP was to the Center for Regional Environmental Studies, San <br />Diego State University. From that time until the present, inquiry <br />into possible effects of weather modification upon the social and <br />environmental fabric of the Sierra Nevada has continued. Future <br />investigations and monitoring programs are planned so their need <br />is identified. This section reviews these activities, which pro- <br />vide key ingredients for the project's environmental statement. <br /> <br />San Diego State University, Center for Regional Environmental <br />Studies - Investigations Recommended for Assessing the <br />Environmental Impact of Snow Augmentation in the Sierra Nevada, <br />California <br /> <br />This study was jointly funded by the Bureau and the California <br />Department of Water Resources, recognizing that activities with <br />potentially significant environmental effects require a public <br />examination and analysis during the decisionmaking process. <br /> <br />The study began with the proposition that an important aspect of the <br />research project is to evaluate the direct and indirect environmental <br />costs and benefits of weather modification and present the results <br />to the public, which must choose among alternative means of meeting <br />future needs. <br /> <br />The report contains 26 recommendations in areas of research tech- <br />niques, seeding agents, potential impacts in the project area upon <br />the phYSical environment and the biological and aquatic communities, <br />social and economic impacts on residents and visitors, and impacts <br />outside the project area. The report was distributed widely to the <br />general public.
