<br />0025J6 <br /> <br />SECTI ON I I <br />PRESENT AND FUTURE DESIGN ACTIVITIES <br /> <br />During the period of the design investigations by MBAssociates, <br />Bureau scientists began additional studies of specific meteorological, <br />climatological, and hydrologic characteristics of the study area. <br />Some have been assigned to consultants under contract to the <br />Bureau; Other studies and analyses are being pursued by Skywater <br />and other Bureau scientists. These will add to the data base for <br />the final physical design. <br /> <br />Project management and direction are provided by the Bureau's Division <br />of Atmospheric Water Resources Management (DAWRM), the scientists and <br />support personnel of Project Skywater. These activities include <br />research in orographic and convective precipitation, development of <br />tools and techniques for measuring atmospheric phenomena, supervision <br />of contracted studies, and direction of environmental, economic, and <br />social research. <br /> <br />Analyses and evaluation of the results of previous research projects <br />are being pursued to achieve effective transfer of data and knowledge <br />into the SCPP design program. The analysis leads to comparison <br />of research results' from different regions which, in turn, leads <br />to development of more precise test hypotheses. In effect, this <br />process assures that the very best state-of-the-art technology <br />and understanding are applied to the SCPP design. <br /> <br />Instrumentation and other monitoring tools developed in earlier <br />research programs are being refined and adapted 'to the needs of <br />the SCPP. This includes the Project Skywater 5-cm radar, the <br />telementry system, precipitation gage network, and onsite data <br />collection platforms. In addition, an advanced "flying laboratory" <br />is being developed to Skywater specifications tailored to meet <br />the scientific requirements of the SCPP. <br /> <br />The preparation of an environmental statement is an activity <br />within Skywater that interlocks with other planning and design <br />activity. The physical design, social, and environmental studies <br />discussed in this report all affect the environmental statement <br />process. The environmental statement has great influence on the <br />decisionmaking process within the SCPP and Skywater as a whole. <br />The final environmental statement will record the degree of success <br />achieved in arriving at a multi- and interdisciplinary design <br />for weather modification research in the Sierra Nevada. <br /> <br />All aspects of the SCPP are directed toward encouraging communica- <br />tion and coordination among the various components of the project <br />as well as encouraging public participation and understanding <br /> <br />33 <br />
