The Denver Water Departmept provides water serviee to over a

million people in. the Denver metropolitan area for all of the

water uses necessary to maintain a metropolitan economy. 'This

metropolitan area is growing at a fast pace and will be requiriny

additional water supplies in the future. Water supply for the

Denver system comes from a number of sources including tributaries

of the Colorado River, and future growth of the area will rely

heavily upon additional water supplies coming from tributaries

of that River. Those diversions from the Colorado River are

accomplished under the Constitution and laws of the State of

Colorado regardin~ appropriations of water and are within the Erame-

work of the two compacts on the Colorado River which recognize

the uses of water from the river outside its natural drainage basin.

Denver is interested in seeing that satisfactory solutions to

the so-called salinity problem in the Colorado River are accomplished

,,,hich do not hamper the ability of the people of Colorado to make

use of its compact apportioned waters of that river.

It is our

understanding that the purpose of this ilearing is to receive comments

'regarding potential commission action with regard to the proposed

1978 revision of the water quality standards for salinity including
