Division of Water Resources <br /> <br />CRDSS Update <br /> <br />Colorado River Decision Support System Development Ncws <br /> <br />January 3 t, 1996 <br /> <br />· With planning oriented database (tabular and maps) population nearing a conclusion, the current <br />development emphasis is shifting to database documentation and enhancement of Internet based <br />database access. The ability to generate a stream alpha water right report has been implemented. <br />· Calibration is continuing on the San Juanmolores River Basins water resource planning mOlle!. <br />Initial generation of model input files is being conducted for the Colorado River Basin. The <br />Yampa, White and Gunnison River Basin models are operational and are being documented. <br />· Further links between the water resource planning models and consumptive use model will allow <br />better consideration of water supply limitations in basin crop consumptive use estimates. <br />· Work continues on enhancing the interfaces with improved scenario handling and initiation of <br />development on WRPM features for output comparisons and addition of modeled structures. <br />· Scoping for the 3rd development year of CRDSS continues with a State decision to seek a new <br />primary team member who will work with the present team and provide water rights expertise for <br />the development of the water rights administration tools and provide a non-development <br />environment to exercise and enhance the water resource planning models. See the notice below. <br /> <br />--------------------------------------------------------------------------------------------------------.. <br /> <br />Request for Statements of Qualilieations <br />The Colorado Department of Natural Resources is seeking Statements of Qualifications (SOQ's) from interested Iinn(s) <br />with the experience and expertise to help develop computerized water rights administration tools and enhance water <br />resource planning models during the third year of development of the Colorado River Decision Support Systcm (CRDSS). <br />The selected Iinn(s), under contract to the State, would bc responsible for development of the water rights administration <br />tools li,r the Colorado River Basin and the water resource planning model enhancements. In these activities, the selected <br />firm would work with the existing CRDSS Consulting Team which would be under a separate contract to the state. <br />Software development during the third development year would be the responsibility of the existing CRDSS Consulting <br />Team. <br /> <br />Statements of qualifications are being solicited from individual consultants or teams of consultants witb both water rights <br />and water resource modeling experience. Firms interested in being considered should submit an SOQ indicating experience <br />in I) water rights engineering, especially development of water administrative tools and accounting forms, 2) deveioping <br />and applying river basin simulation models in which demands arc superimposed on historic hydrology. and 3) coordinating <br />activities and communication between consultants and suhconsultants involved in a complex project. If a team or several <br />fillns or individuals is assembled for submittal of an SOQ, the SOQ should clearly define the capability and proposed <br />responsibilities of the firms and individuals involved with the team. <br /> <br />The State is interested in obtaining signilicant (75 % or greater) personal commitments of time by individuals to this project. <br />The SOQ should identify the individuals and their related experience proposed to be committed to this project. Please <br />include any potential conflicts of interest you may have concerning work with other Colorado River Basin states or water <br />users. <br /> <br />The SOQ submittal should be limiled to IS pages (excluding a single page transmittal letter). Six copies of the SOQ should <br />be addressed to Mr. Ross Bethel. and received at the CWCS oflice, 1313 Sherman Street, Room 721, Denver, Colorado <br />80203, no later than 4:00 p.m. on February 28, 1996. <br /> <br />An informational meeting on the project background, the consultant selection process. required capabilities of the water <br />resource/waler rights consultanl and activities the consultant would be expecled to perform is planned for February 12, <br />1996, 1:30 - 3:30 p.m. in Room 318 at 1313 Sherman Street, Denver.
