ZIMMERMAN, EXECUTIVE DIRECTOR <br />UPPER COLORADO RIVER COMMISSION <br />before the <br />SUBCOMMITTEE ON WATER AND POWER RESOURCES <br />of the <br />COMMITTEE ON INTERIOR AND INSULAR AFFAIRS <br />HOUSE OF REPRESENTATIVES <br /> <br />May 9, 1985 <br /> <br />My <br />Director <br />Utah. <br /> <br />name is Gerald R. Zimmerman. I am the Executive <br />of the Upper Colorado River Commission, Salt Lake City, <br /> <br />The Upper Colorado River Commission is the administrative <br />agency created by the Upper Colorado River Basin Compact of <br />1948. The Commission represents the States of Colorado, New <br />Mexico, Utah, and Wyoming in matters relating to the <br />development, utilization, and conservation of the water <br />resources of the Upper Colorado River Basin. Because of its <br />duty to administer the Upper Colorado River Basin Compact, the <br />Commission has a vital interest in any legislation that may have <br />an impact on the operations of the reservoirs in the Colorado <br />River System. <br /> <br />I am appearing before you today on behalf of the Upper <br />Colorado River Commission and the Governors' representatives of <br />the Upper Division States. Mr. Vernon E. Valantine's testimony <br />has set forth the need and the justification for the enactment <br />of legislation such as H. R. 1246. I do not want to repeat that <br />testimony herein, except to say that the Upper Colorado River <br />Commission and the Governors' representatives of the Upper <br />Division States fully support the expeditious enactment of H. R. <br />1246 as presented in Mr. Valantine's testimony. The Upper <br />Colorado River Commission, during its Adjourned Regular Meeting <br />held on April 18, 1985, unanimously adopted a resolution that <br />supports the establishment of a Colorado River Floodway as <br />defined and described in H. R. 1246. I have checked with each <br />of the Commissioners and they also support the amendment to the <br />definition of the boundaries of the floodway as proposed in Mr. <br />Valantine's testimony. I would request that the Commission's <br />resolution be included as part of the record of these hearings. <br /> <br />I have also been requested by <br />Colorado Water Conservation Board <br />supporting the enactment of H. R. 1246 <br />these hearings. <br /> <br />representatives of the <br />to have its resolution <br />included in the record of <br /> <br />Mr. Chairman and members of the Committee, on behalf of the <br />upper Colorado River Commission and the Upper Division States, I <br />want to thank you for granting us the opportunity to appear <br />before you in support of the enactment of H. R. 1246. <br />
