.

,.

project in order to define oore clearly that project: to
investigate the availability and quality of construction
n~torials; to assist in the foroulation of proper con-
tracts with wnter users or whatever districts oight be
worked out in the two areas of the Valley, to assume the
repa;'f.lent of the cost of the project and the obligRtion
of operation: and to start the preparation of construc-
tion plans alld specifiM.tions. Trot gives you an idea of
the status of the prnject, which was the subject of oy
talk.

There are three questions of a technical nature that have
been asked by some of the local interests which I want to
discuss briefly. Those are:

(1) ~lhat are the projects intended to do?

(2) Is there sufficient water available to
permit them to do what they are intended
to do?

<II

(3) Can they be operated in a way to carry
out the conceived objectives and not con-
flict .,1th the operation of the Compact?

,'tater Supply

The Wagon Wheel Gap Reservoir is conceived to permit the
dive~sion by cenals on the main river above Alamosa, of
670,000 acre-feet per annum in the '<ay that is most suit-
able for irrigation in this region; in other words,670,OOO
e~re-feet diverted with a seasonal distribution parallel
with current crop requirements.

The Conejos project .,ill consist of one or two reservoirs
having a tot~l capacity of 100,000 acre-feet. The project
will enable the cnnals serving the Conejos area to divert
about 220,000 acre-feet of water per annum in the most ef-
ficient >ray.

..

Studies disclose that the q~ntity of water is such and
the reservoirs ~rl1ich I have described are of proper c~p-
acity to regulate the supply in such a way as to take care
of the irrigation requirements of the two areas as eut-
lined, for e~ch yonr during such a period ~s 1890 to 1940,
except five years in the late 1890's and e~rly 1900's.
