9

"

,

It is bolieved that diversions during those two years do
not represent fairly, the type of operation that will be
continued with the project in operation. or.the type of
operation that would be practical in an ordinary run of
years under direct-flow conditions. The use of water dur-
ing those two years was very much distorted from the stnnd-
point of seasonal distribution. However, in working out
the operation of the roservoir a conservative view was ta-
ken, it being assLuaed that future operation under direct-
flow conditions, though improbable, could be the snme ns
it wns in 1932 and 1935, when the water supply is avnil-
nble in suffieient qUEk~tities to pernit such operation.
Therefore, an operation was worked out, based upon as-
sumed diversions from 1915 to 1927, inclusivo, not as th~'.
actunlly were made, but more or less in nccor&~nce with
the operations which obtained in 1932 and 1935.

Drawing SLV-5l indicates such assumed diversions by the
black nrea plus the hatched area. In many years, the
assumed diversions exeeed 700.000 acre-feet. Under this
condi tion the "new water" required would average nbeut
50,000 nere-feet per ~~num instead of l3l,OO~ nere-foet

"

It is not known whether ope:rn.tion in the future without
the project .,ould be t1.S it w"".s fron 1915 to dnte. Di-
versions might be somewhat higher; however, it is unlike-
ly that they weuld be as high as il1tUe~.ted en Drawing SLV-5l.
In any event, operations during the period 1928 to 1938
represent the present nethod of the use of water under
existing conditions. The average annual diversion during
this period of years was 548,000 acre-feet, which indicates
M average "new.wnter" requirenent for the lJriod of
122,000 acre-foet to bring the diversions to 670,000 aere-
feet. Had the reservoir been in operntion it would have
supplied this qUMtity of "ne\~ w,,",ter." In this cor.rpu-
tation, full weight is given to tho high diversions of
1929, 1932, Md 1935.

Operation of Project in Relation to Compact

Now arises the third question:
sult in an increase in the use
without violating the terns of

If the projeet is to re-
of water, can this be done
the Cor.rpact?

~

The Conejos oper~tien is such that there will be no long-
tine hold-ever. Consw1ption in the Cenejos area is very
large, perhaps the largest of any area in the Valley,

1769
