<br />years there will be sufficient funds to construct all of the projects. <br />During this calendar year, we will have sufficient funds to construct <br />about the first five projects on the priority list. <br /> <br />While it is disappointing that we will not have funds for <br />immediate construction of all projects, the fact remains that, if the <br />bill is passed, we will have continuing assurance of substantial <br />financing for these and future projects. <br /> <br />The major problem now is the time element. Under the existing <br />rules, all committee action on bills must be completed by next week. <br />Assuming that amended Senate Bill 35 passes the Senate tomorrow, a <br />major effort must be directed towards successful House committee action <br />next week. Because the bill may be called before a House committee on <br />very short notice, it may be impossible to bring in outside witnesses <br />to testify in favor of the bill. It is therefore extremely critical <br />that the following action be taken at once by the project sponsors: <br /> <br />A. The question always arises as to whether or not these <br />projects are in conflict or are in conformity with county planning <br />efforts. If possible within the next few days, a resolution or letter <br />should be secured from the board of county commissioners of your county <br />supporting the enactment of S.B. 35, as amended. A copy of the amended <br />bill has this date been sent to the boards of county commissioners of <br />each of the counties involved with the projects contained in the amend- <br />ment. We repeat that it is critical that the county commissioners act <br />favorably by resolutian or letter on the amended S.B. 35. Copies of <br />the resolution or letter so adopted should be sent to the Governor, <br />the County Commissioners Association, the State Senator and Represen- <br />tative from the areas involved, and to this board. To be of any use <br />the resolution or letter must be received not later than Wednesday, <br />April 27, 1977, and sooner if at all possible. <br /> <br />B. The cities and towns which are project sponsors should <br />either by letter or resolution also evidence their strong support for <br />S.B. 35, as amended. This would be in addition to the resolutian by <br />the county commissioners. A copy of the city letter or resolution <br />should be sent to the Governor, the Municipal League, the Senator and <br />Representative from the areas involved, and to this board.
