It <br />is another pier in the sheltering structure which we are building over the <br />whole Missouri Basin. A house one-tenth completed 'Ifill not keep out much <br />rain; so when we see the rains approaching, we should hasten to finish the <br />house. So, as we have seen floods ripping and tearing at the Missouri <br />River Basin for ten consecutive years, it behooves us to press forward <br />Without protective project. <br />We pray that in years to come the rivers will stay ih their banks. <br />But whether they do or not, Bonny Dam and its growing crew of team-lIlates <br />"!!ill be stsmlir.g guard year in and year out, like a policeman on his beat- <br />giVing us protection and assurance in good times and bad, and enabling <br />us to plan orderly and constructive lives. <br />This Missouri Basin tea'~, With Bonny Dam doing its part, Will <br />work for us while it guards us. No single feature will do more than a <br />!lInall part of the overall job, but all the features working together Will <br />form one single, integrated, immense and mighty machine that stretches <br />across states, far over the Widest horizons, harnessing one of the greatest <br />natural forces on our continent--the Missouri River. <br />Lately the Basin has been demanding protection from floodS, ani <br />the more than 100 Reclamation and Army Corps of lngJ.neers dams, when <br />completed, 'Will provide this protection. But I can remember when, not <br />so long ago, the Basin demanded alJOther kind of protection against droughts. <br />When such demandS rise again-and I here natly forecast you Will again <br />see droughts--the Basin will find its dams standing patient and service- <br />able, as ready to provide this protection as the o'!;her. <br />And, in the meantime, they Will be steady creators of irrigation <br />and hydroelectric power wealth, year in and year out.
