<br />001109 <br /> <br />It is argued by river planners, that while the rate of recreation-use <br />of the river may have accelerated as a result of designation, a set <br />of controls and limits would have been needed anyway and that increased <br />use would have risen dramatically on its own. These people view the <br />designation as providing a mechanism for limiting use. <br /> <br />_ WHETHER RIVER OVERCROWDING OCCURS AND PROBLEMS THAT THIS MAY CAUSE?.. <br /> <br />Whether the river is overcrowded is very much a matter of opinion. The <br />state people and a representative of a private conservation group feel <br />that the current level of use is reasonable. Nearby landowners have <br />a different perspective. They feel that the river is overcrowded. <br />This has caused them difficulties in maintaining severicability of logging <br />roads which are also used for river access by canoeists. There has been <br />~.<t._'h <br />extra maintenance to keep these roads up. New river crossings have to <br />,. <br />be carefully planned. One paper company executive said that these <br />problems are kept to a minimum by working things out cooperatively with <br />state officials. Others maintain that overcrowding and its resultant <br /> <br />added expenses are a big problem. <br /> <br />Another problem mentioned by the state officials was trespassin9 into <br />the commercial forest and private road system: This was attributed <br />to the lack of understanding of the ownership situation on and near <br />the river. <br /> <br />A third~roblem was noted by a landowner who said that the increase <br />in out-of-state or non-local visitors necessitated restrictions and <br /> <br />that these restrictions together with large numbers of strangers using <br /> <br />-6- <br /> <br />.--0--'" -. <br />__, .____~~u_n_____ <br />
