In order to uncover the full est range of <br />issues, however, the "wide open" approach was taken. Hopefully, the <br />issues discussed in this paper will lead to more research and a new <br />understanding of the importance of a good citizen and local participation <br />program during the planning and implementation phases of designation <br />and management. <br /> <br />A specific purpose of this report is to provide back up information to <br /> <br /> <br />the HCRS's Wild and Scenic Rivers System Study. The purpose of the <br /> <br /> <br />"system study" is to nominate certain rivers for more detailed study. <br /> <br /> <br />A part of this nomination action would be to provide some initial insight <br /> <br /> <br />into the kinds of issues that may arise. Congressional, State and local <br /> <br /> <br />inquiries at the early stages of deciding whether or not to support <br /> <br /> <br />such a nomination invariably address the impacts of river designation. <br /> <br /> <br />"What will happen in the river valley if I support study and designation?" <br /> <br /> <br />There is no hard, fast reply to such a question, only some general <br /> <br /> <br />predictions.
