<br />001122 <br /> <br />CRIME BY OUTSIDERS <br /> <br />There were no reports of serious crime by the people who came into the <br /> <br />river area for recreation. Some problems of trespass were mentioned, <br /> <br />primarily due to lack of knowledge of landownership along the river. <br />In the case of the more heavily populated St. Croix area, local police <br /> <br />were called in to resolve traffic tie ups or to "keep an eye" on river <br />runners but serious crimes to property or persons were not found. <br /> <br />LOCAL ECONOMIC IMPACTS <br /> <br />Land Values <br /> <br />The impact of designation on local economic structure is complicated. <br /> <br /> <br />On the positive side, land values for residences rose appreciably as <br /> <br /> <br />a result of designation. We speculate that the reason for this is the <br /> <br /> <br />attractiveness of living in an area where the natural aesthetics will <br /> <br /> <br />be preserved and which has a high recreation value. This is only a <br /> <br /> <br />speculation however. There were reports of agricultural lands or <br /> <br /> <br />forest lands increasing in value as a result of high condemnation settle- <br /> <br /> <br />ments in the courts. <br /> <br />Tourism Income <br /> <br />In each case there was an increase of seasonal employment and revenue <br /> <br />in the towns directly adjacent to major access sites. How much of an <br />increase might be a topic for research. Other towns and counties did <br />not report any appreciable increase. <br /> <br />; <br /> <br />-19- <br />
