.

~

Price-San Rafael Rivers unit on-De artment of
Aqriculture) The combined Reclamation; S draft planning
report/draft environmental impact statement as distributed to the
public in September 1991. The EPA has r sed concerns regarding
the loss of wetlands and what they per eive as an insufficient
commitment to voluntary replacement of fish and wildlife values
foregone. EPA requested additional ime for the submittal of
comments. When fully implemented, this will remove 161,000 tons of
salt at an estimate cost of $39/ton, nd thus remains one of the
most cost-effective in the program and is large enough to make a
significant impact on the salt load of the river.

LCco35

San Juan River (Hammond) Unit (Reclamation-Department of
Aqriculture) Reclamation's planning report / environmental
assessment is scheduled for completion in September 1992. The
project will reduce salt loading by an 27,700 tons per year.
Investigations continue by SCS in the San Juan River Basin to
determine the feasibility of an onfarm salinity control program.
Reclamation has observed saline inflows to the San Juan River in
the Hogback area near ~hiprock. Hundreds of oil and gas -----
exploration wells have be~drilled in this area, raising concerns
over mobilization of saline aquifers. Reclamation is investigating
the apparent salt gains along the San Juan River.

Bureau of Reclamation

.

Paradox Valley Unit (Reclamation) - Repairs and modifications
to the injection facilities have been completed. The well annulus
monitoring system and the computer control/data collection system
have been modified. The system to provide fresh water for diluting
the brine during the two year test period has been improved, and
the operating orders for the facilities completed. Aquifer and
pump testing with different blends of brine and fresh water are
being conducted. currently, the injection fluid is about 60
percent brine. To date, no problems with precipitation in the
receiving formation have been encountered.

.

Lower Gunnison Basin Unit (Reclamation) - The winter Water
portion of the Unit will remove winter flows from canal systems
and, in lieu, serve the winter demand from a rural domestic water
distribution system. Construction of the winter Water facilities
are being done by local entities with funding from Reclamation.
Construction is ,ahead of schedule and under budget. Projected
completion of these facilities is expected in four years rather
than the planned five years. Phase 1 and 3 of the five segments
have been completed and segment two is under construction. A
status report on ways to reduce the cost of the canal and lateral
lining program through construction cooperative agreements, cost
sharing, and redesign of the delivery system to reduce canal and
lateral lengths is scheduled for completion in 1992. Replacement
of laterals with pipe on the authorized portion of the unit is
estimated to have a cost of $60 per ton of salt removed.
preparation of a preconstruct ion report and environmental
assessment will begin in 1992. Construction of the lateral system

9
