The Secretary <br /> <br />has assigned the Bureau of Reclamation responsibility for conducting <br /> <br />the study with active participation by agencies of Interior, the <br /> <br />agencies, and interested parties. <br /> <br />, <br />f <br />, <br />( <br />~ <br /> <br />Water Resources Council, the eleven States, river basins commissions <br /> <br />and committees, the Western States Water Council, other Federal <br /> <br />The widespread National concern regarding the protection and <br /> <br />enhancement of the environment, the numerous problems associated <br /> <br />with population growth, and increasing emphasis on enhancement of <br /> <br />the various problems relating to allocation of National efforts, <br /> <br />~ <br /> <br />quality of life as well as improved efficiency in production, and <br /> <br />are vital issues that must be fully considered in evaluating <br /> <br />alternative solutions to the existing and emerging water problems <br /> <br />of the West. They demand that new and imaginative 'approaches be <br /> <br />fully utilized in the future development, control and management <br /> <br />-of water resources. <br /> <br />The purpose of this document is to provide the necessary ground <br /> <br />rules for conduct of the Western U. S. Water Plan Study to all <br /> <br />participants. Since the Study will not be completed until mid-1977, <br /> <br />the Plan of Study (POS) will be revised in the future when changed <br /> <br />conditions make it necessary or improvements can be achieved.
