<br />OCHI5~'l) <br /> <br />December 17, 1997 <br />DRAFT <br /> <br />o Administration of Agricultural Entitlements - The Plan proposes to the <br /> <br /> <br />Secretary of the Interior the following measures for establishing and <br /> <br />administering water entitlements within California's first three priorities. <br /> <br />General Concept: <br /> <br />. All water use is limited to reasonable beneficial use. <br /> <br />. Each district has. a limited defined service area eligible to <br /> <br />receive Colorado River water unless surplus water is <br /> <br />available. <br /> <br />. Water use within priorities 1 and 2 will be assumed to be the <br /> <br />average use of the preceding ten years within the respective <br /> <br />districts. <br /> <br />. Priority 3 will be administered to ensure that the 3.85 MAF limit <br /> <br />on the first three priorities is maintained. <br /> <br />. All transfers will be administered to reflect a corresponding <br /> <br />reduction in the net diversions of water available out of the <br /> <br />3.85 MAF limit of the agricultural agencies. <br />. Water transferred through eligible land fallowing programs <br /> <br />within priorities 1 and 2 will be limited to a specific unit <br /> <br />consumptive use per acre. <br /> <br />.
