<br />will also provide augmentation water for the Upper Gunnison District. <br /> <br />VIII. Other Concerns, Projects <br /> <br />A. Western Area Power Administration - Power Marketing EIS currently in progress. <br />Draft EIS was released in February, 1994. Comment period closed June 30, 1994. <br />Forty comment letters received. Western expects to prepare a final EIS and <br />Record of Decision in early 1995. CWCB has been actively involved in the EIS <br />for each reservoir unit, but has not been actively involved in the power marketing <br />EIS. <br /> <br />B. Hydroelectric Projects <br /> <br />I. AB Lateral ~ Proposed 50 MW facility located on the South Canal of <br />Reclamations Uncompahgre Valley project operated by the Uncompahgre <br />Valley Water Users Association. Interior issued a "Record of Decision" for <br />AB Lateral on December 20, 1991 allowing the project to proceed with <br />certain mitigation. However, the US Army Corps of Engineers denied the <br />projects 404 permit April 16, 1993. No construction has occurred to this <br />point. <br /> <br />2. Dominguez - Proposed dam and hydropower facility on the Gunnison River <br />just upstream of Grand Junction. Various project configurations have been <br />studied. The only activity of significance which is occurring is pressure on <br />state agencies by Frank Hawkins and the Dominquez Reservoir Project <br />Group in Grand Junction who have 18,000+ signatures supporting the <br />project. The project does not have decreed water rights at this point and <br />does not appear viable at this time given the endangered fish critical habitat <br />designations. There is clearly significant interest among certain parties, but <br />because of water right and endangered fish issues and the desire of Mr. <br />Hawkins to sell water out-of-state to Nevada or California we should not <br />take any position of support for this project at the present time. <br /> <br />3. Rocky Point - Proposed pump back project utilizing Taylor Park Remoir, <br />a feature of the Uncompahgre Valley Project, as the afterbay. FERC <br />hearings have been held on the project. Strong opposition to the project <br />exists in the Gunnison Basin. I believe FERC has denied the application <br />and the applicants have chosen not to appeal and have withdrawn the <br />application. <br /> <br />III, Colorado River Basin Salinity Control Program (CRBSCP) <br /> <br />The Colorado Water Conservation Board is the lead state agency for CRBSCP matters, <br />The CRBSCP is generally well received locally, <br /> <br />6 <br /> <br />000843 <br />
