September 1985, <br /> <br />SUMMARY <br /> <br />A cooperative effort between the CGH and CDOH has resulted in a <br />preliminary determination of lands1iding potential in the vicinity of Dowds <br />Junction. It appears that massive catastrophic 1ands1iding is not an <br />immediate threat for any of the four large landslide areas, but continued <br />activity of parts of these landslides can be expected to disrupt highway <br />service and cause maintenance problems, Large scale 1ands1iding has occurred <br />in the past, and is still possible, The most prudent course of action as long <br />as the current cycle of high soil moisture prevails is to continue monitoring <br />and observation of all of these landslides, This will entail some ongoing <br />costs and require continued coordination among the involved state and local <br />government agencies, <br /> <br />, The three instrumentation systems installed on the Meadow Mountain, Dowds <br />No, 1; and Whi skey Creek 1 ands1 i des in 1985 were not comp1 eted and moni tored <br />early enough in the season to make definitive recommendations based on 1985 <br />measurements, The real value of these systems will become apparent in 1986 <br />and subsequent years when observations can be made through the entire <br />high-risk season and technical difficulties with them are overcome, <br /> <br />The Meadow Mountain landslide should have surface water movement on and <br />across it minimized as soon as possible and this should be maintained unless <br />future study shows a lack of correlation between surface-water concentrations <br />and active hnds1 iding, Consi derati on shaul d be given to improvi ng the <br />highway detour around the landslide-damaged part of U,S. Highway 24 as it <br />probab1,r, wiJlbe-ne~ded:-in sUb,sequent--years,-- In future years' Jfrapi-d-l y' <br />increa..s,ed movement ofEDM points on the Meadow Mountain landslide or other <br />monitored slidesis'cietected, then field personnel should be dispatched to <br />determine if large-scale failure of any part of the landslide is imminent. <br />Close liaison among CGS, Highway, DODES and local officials should be <br />maintained in the reading, assessment, and distribution of monitoring data and <br />hazard interpretations. <br /> <br />- 1 - <br />
