cJ I OOn472

SUMMIT RESERVOIR SYSTEM

The Summit Reservoir system is a privately owned system of canals and reservoirs that
imports water from the Dolores River basin (Water District 71) for irrigation purposes in the upper
reaches of the McElmo Creek drainage (Water District 32). A portion of the irrigation water is also
delivered into tributaries of the Mancos River (Water District 34) and small amounts are delivered
to irrigated areas from which the irrigation return flows return back to the Dolores River drainage.

The Summit system includes two major direct flow diversions from Water District 71: (1)
the Turkey Creek Ditch (WOlD 710618) and (2) the Summit Ditch (WOlD 710609). The water
rights for these structures are as follows:

NAME ADJUDICATION APPROPRIATION ADMINISTRATION AMl.NI'
DATE DATE NUMBER
Turkey Creek Ditch 02-01-1892 07-16-1886 13346.00000 30 cfs
Turkey Creek Ditch 03-22,1963 03-21-1905 30667.20168 60 cfs
Summit Ditch 03-22-1963 06-14-1913 30667.23175 135 cfs

The Turkey Creek Ditch diverts from Turkey Creek, a tributary of Lost Canyon Creek, which
in turn is a tributary of the Dolores River near the Town of Dolores. The ditch also delivers water
to several small reservoir systems prior to delivery for storage in Summit Reservoir. These small
reservoirs are (1) the R.B. Coppinger Reservoir (WDID 713617), decreed for about 17 acre-feet;
(2) the Sellers and McClane Reservoir (WDID 343592), decreed for 52 acre-feet; and (3) the Joe
Moore Reservoir, aka Big Pine Reservoir (WOlD 713606), decreed for 459 acre, feet. Because of
their relatively small size, the operation of these three reservoirs are not speCifically included in the
CRDSS WRPM.

A portion of the direct flow diversion in the Turkey Creek Ditch is delivered to shareholders
which irrigate in the Mancos River drainage (Water District 34). These deliveries, which may also
include releases of water previously stored in Big Pine Reservoir, are made upgradient from Summit
Reservoir. According to the Division Engineer, these diversions to the Mancos River drainage
average about 2.3 cfs during the irrigation season. For the CRDSS, the inflows to Summit
Reservoir from the Turkey Creek Ditch are assumed to be the diversions at the headgate (WOlD
710609), reduced by a factor of five percent to account for deliveries to storage in Coppinger and
Sellers and McClane reservoirs and then further reduced by 2.3 cfs to account for irrigation
deliveries to the Mancos River prior to delivery into Summit Reservoir. Return flows from these
irrigated lands in the Mancos River drainage return to Mud Creek and then to the main stem of the
Mancos, just upstream from Mancos Canyon.

The Summit Ditch (WOlD 710609) diverts water from Lost Canyon Creek and delivers it
directly for irrigation and/or to storage in Summit Reservoir. The ditch also is used to divert
storage water pursuant to the storage rights decreed to Summit and A. M. Puett reservoirs.

7
