The CWCB rights are for 29 cfs from <br />May 1 through September 30 and 20 cfs for the remainder of the year. On the Navajo River, the <br />bypass requirements are also similar to the CWCB instream flow rights, 55 cfs from May 1 through <br />September 30 and 37 ets for the remaining months. There are no CWCB instream flow rights on <br />the Little Navajo River. <br /> <br />The San Juan-Chama Project does not have any decreed water rights and are not listed in <br />the State Engineer's tabulation of water rights. The Division 7 Engineer administers these rights <br />as being the most junior water right on the stream (i.e. a 1995 priority date) and the CROSS Water <br />Resources Planning Model (WRPM) represents the Project accordingly. Generally, the minimum <br />bypass requirements shown above are sufficiently high to protect the diversions of the other <br />existing water rights on these tributary streams. For purposes of the CROSS Water Rights <br />Planning Model, the monthly minimum bypass at each headgate is assumed to be the greater of <br />the legislated bypass flows shown above or the CWCB instream flow rights. <br /> <br />The historic monthly diversions at each of the diversion structures were obtained from the <br />USSR and are incorporated into the CROSS WRPM to represent historic conditions over the 1975 <br />through 1991 study period. For future planning scenarios, the San Juan-Chama Project diversions <br />should reflect the 1995 priority date and the minimum bypass requirements discussed above.
