<br />O~0-484 <br />,,' <br />. , ' <br /> <br />hydropower penstock are typically about 20 cfs. <br /> <br />In the original USBR analysis of the project. the total irrigation requirement was based on <br />the assumption of 3.28 acre-feet of delivery per acre over the then anticipated 51.825 irrigable <br />acres. resulting in a project demand of 169.986 acre-feet per year. This is considered to be a "full <br />water supply". According to the Water Commissioner for District 31 and personnel at the Pine <br />River Irrigation District. the actual amount of reservoir storage water delivered to the stockholders <br />and the Indian facilities is typically less than the 125.000 acre-feet in the active storage pool. <br />Historically, there has always been sufficient storage water. when used in conjunction with the <br />adjudicated direct flow water rights, to satisfy all of the irrigation demands. ' <br /> <br />Nearly all of the major irrigation structures that divert from the Pine River are entitled to <br />Project water from Vallecito Reservoir. These include the Indian owned irrigation ditches that hold <br />the No. , priority on the river (Pine River Priority P,l). By contract with the ditch company, the <br />diversion is limited to 60 efa. <br /> <br />(2) This is an undecreed Indian water right diverted through this structure. When the river g08S on administration, <br />this water right receives 8 full storage allotment. <br /> <br />During administration of the river, the Water Commissioner only administers the first three <br />of the Indian water rights (124.62 cfs). The remaining water rights are downstream and are <br />generally satisfied by return flows froin upstream irrigation. <br /> <br />The Southern Ute Indian Tribe is entitled to 1/6 of the active storage in Vallecito Reservoir <br />or approximately 20,900 acre,feet. However, because of the senior priority date associated with <br />the Indian ditches, the historic Project storage releases to these structures are typically less than <br />5,000 acre,feet per year. <br /> <br />The remaining users of Project water from Vallecito Reservoir are the stockholders of the <br />Pine River Irrigation District. Each year, the District makes a determination of the amount of <br />Project water that' will be available, with consideration of the existing storage levels and <br />anticipation of the projected runoff. The resulting allocation to each shareholder is then based on <br />the number of Project acres irrigated by that individual divided by the total Project acreage (Non- <br />Indian). Typically, the allocation ranges from 2.0 to 2.5 acre,feet per acre. This can be estimated <br /> <br />19 <br />
