<br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />2501,1--5 <br /> <br />TITLE 2500 - WATERSHED MANAGEMENT <br /> <br />15, Forest and Rangeland Renewable Resources Planning <br />Act of 1974 as Amended, (BB Stat, 476; Public Law 16 U,S,C. <br />1601), The Resources Planning Act (RPA) requires an assess- <br />ment of present and potential productivity of the land, It <br />requires a program based on the assessment that is in full <br />accord with the concepts of multiple use and sustained yield, <br />including an evaluation of the balance between economic and <br />environmental quality. The act contains many references to <br />SUitability and capability of specific land areas, to main- <br />tenance of productivity of the land, and to the need to pro- <br />tect, and where appropriate, improve the quality of the soil <br />and water resources, The act specifies that substantial and <br />permanent impairment of productiVity must be avoided and has <br />far-reaching implications for watershed management (including <br />monitoring, inventories, condition and trends, and support <br />services) on the National Forests. <br /> <br />16. National Forest Management Act of 1976 (16 U.S.C. <br />1600). This act substantially amended the Forest and Range- <br />land Renewable Resources Planning Act of 1974. The act <br />strengthened the references pertaining to suitability and <br />compatibility of land areas, stressed the maintenance of <br />productivity and the need to protect and improve the quality <br />of soil and water resources, and avoid permanent impairment <br />of productive capability of the land. <br /> <br />In addition, the National Forest Management Act (NFMA) <br />amended section IB of the Knutson-vandenburg Act (KV), This <br />amendment authorizes the use of KV funds to protect and <br />improve the future productivity of the renewable resources <br />of the National Forests, including soil and water. <br /> <br />17, Clean Water Act of 1977, (91 Stat. 1566). This <br />Act amends the Federal Water Pollution Control Act of 1972, <br />Section 313 is strengthened to stress Federal agency compli- <br />ance with Federal, State and local substantive and proce- <br />dural requirements related to the control and abatement of <br />pollution to the same extent as required of nongovernmental <br />entities, <br /> <br />Activities which may be exempt from 404 permits or are <br />covered under the general permit are identified. These <br />include normal silviculture, forest roads using best <br />management practices, and streambank erosion control. <br /> <br />*-FSM 12/85 AMEND 46-* <br />
