<br />I' <br /> <br />~ <br /> <br />or;'')~8 <br />uU.t.. wJ.. <br /> <br />CRDSS Briefing Paper <br />January 12, 1994 <br /> <br />SOME HISTORY <br /> <br />In June, 1991, representatives of the seven Colorado River basin States met to discuss a <br />variety of issues including California's use of Colorado River water, the Central Arizona <br />Project, Nevada demands, annual operating plans and surpluses, exports, long range <br />operating criteria, EIS for Glen Canyon Dam, Endangered Species Act, and Clean Water <br />Act. "To effectively participate in addressing these issues, Colorado needs a <br />comprehensive' decision support system that will provide Colorado Agencies and water <br />users a better method of organizing, accessing and evaluating a wide range of basic <br />information so that informed decisions can be made," (Colorado River Defense Initiative - <br />Supplemental Request, December 12, 1991) <br /> <br />Governor's executive order of May, 1992 established the Colorado River Policy Advisory <br />Council and associated Decision Support System Advisory Committee to address <br />Colorado River matters, <br /> <br />Fiscal year 1992 funding related to Colorado River Decision Support System of $3 62,000 <br />was allocated $100,000 to CWCB support staff, $152,000 to DWR support staff and <br />$110,000 for computer hardware and software for the DWR, <br /> <br />In July, 1992, proposals were solicited to establish the needs and evaluate the feasibility <br />for developing a computer based Colorado River Decision Support System, This study <br />was awarded to the Dames and Moore/ICADSWES team. The Feasibility Study was <br />completed in January, 1993, <br /> <br />Fiscal Year 1993 authorized funding related to CRDSS was $ 1,420,400 for the <br />development and an additional $250,000 for State activities related to CRDSS <br />development. <br /> <br />In July, 1993 requests for proposals were sent to consultants. Following briefings on <br />various existing models that may be related to CRDSS development, proposals were due <br />on August 13, Oral interviews with three consultant teams were held August 25, 1993, <br />The Riverside Technology, inc, team was selected, <br /> <br />Also in July, resumes were solicited for the position of the State's CRDSS Project <br />Manager, Interviews were held on August 19, 1993 and the selection of Ross Bethel was <br />made on August 23rd, <br /> <br />Extensive negotiations netween the consultant team and State representatives on the <br />consultant team's scope of work occurred mid-September 1993 to mid November, 1993, <br />The consultant contract was fully executed on January 10, 1994, <br /> <br />1 <br />
