..

I

n;-'-?~3
uulw~

Dear ?:

Leonard Rice Consulting Water Engineers, Inc. is proud to announce
that Ross Bethel, a principal in our firm since 1989, has been
selected by the Colorado Water Conservation Board to serve as the
state's Project Manger for the development of the Colorado River
Decision support System (CROSS). The CRDSS project management team
also includes senior staff of the Colorado Water conservation Board
and Division of Water Resources (State Engineer's Office).

CROSS will be a computer based system of databases and models
related to Colorado River water resources. This system will allow
people to study different alternative courses of action and judge
them on their expected consequences before having to make an actual
choice or decision. Primary emphasis of CRDSS will be on
evaluations of interstate compact policy, Colorado water resources
management and Colorado water rights administration.

To develop CROSS, the State has selected a team of specialists in
water resource and water rights engineering, water policy issues,
software engineering, and database design headed by Riverside
Technology, Inc. of Fort Collins. Riverside Technology is joined
by Colorado State University (including the Integrated Decision
Support Group), W.W. Wheeler and Associates, Jon Behrens, Water
Resources Management, Inc. and Pete Loucks. A technical advisory
committee, consisting of representatives of the major west slope
water users, environmental groups, state Universities and Federal
and State agencies, will help guide the CROSS project.

We are proud that Ross I expertise in water resource computer
modeling and his project management experience have been recognized
by the State. Ross anticipates a commitment of about 80 percent of
his time during at least the next year to the CRDSS project.
During his involvement with CROSS, he will remain involved with
current clients and projects on the Western Slope and the Front
Range, although to a lesser degree.

We hope you will join us in congratulating Ross on his selection
for this challenging assignment.

very truly yours,

Gregg Ten Eyck, President

L.\,
