<br />ODJ73~ <br /> <br />The purpose of this list is to provide a point of <br />discussion for the Committee as to areas in need of eval- <br />uation. In order to provide stimulation for discussion, <br />the staff has made a completely subjective or arbitrary <br />comparison of seven alternate population alternatives to <br />each of the various factors listed. <br /> <br />Thus, a negative or positive check has been made <br />next to many of the items. For example, under column I, <br />(Unlimited Population Growth) and next to the item for air <br />pollution is a negative (-) sign. On the other hand, un- <br />der the various proposals for stabilization of population <br />are positive (+) marks. With respect to the residential <br />construction industry, these signs are reversed; the posi- <br />tive mark is under unlimited growth and negative mark is <br />under stabilization policies. <br /> <br />Again, it needs to be emphasized that Schedule A <br />does not represent any thorough analysis of the issues. <br />Furthermore, what may be positive for one individual, <br />group, or community may be negative for another. Never- <br />theless, the schedule may help to illustrate the complex- <br />ity of the problem and hopefully will point the way for <br />in-depth study by the Committee. <br /> <br />-11- <br />
