<br />Under the cost-sharing agreement, the project would be devel-
<br />oped in two phases, The first phase would provide for irrigation
<br />service to 42,880 acres, municipal and industrial water service, and
<br />recreation and fish and wildlife features. The initial phase would
<br />cost $379 million with Colorado contributing $69 million. The
<br />second phase would provide for irrigation service to 24,580 acres,
<br />and additional recreation and fish and wildlife features. The second
<br />phase would cost $132 million and would be financed entirely by
<br />non-Federal sources, Facilities for delivery of the water to the Res-

<br />tee on Energy and Natural Resources, A joint hearing by the Sub- '
<br />committee on Water and Power and the Select Committee on
<br />Indian Affairs was held on December 3, 1987 (S, Hrg. 100~630).
<br />A House companion measure, H.R. 2642 was introduced on June
<br />10, 1987, by Congressman Campbell (Colorado) and 23 cosponsors
<br />and was referred to the House Committee on Interior and Insular
<br />Affairs, A hearing was held before the Committee on September 16,
<br />1987 and the bill was ordered favorably reported by the Committee
<br />on June 29, 1988.
<br />At the business meeting on April 28, 1988, the Senate Select
<br />Committee on Indian Aff/lirs ordered S. 1415 favorably reported.
