<br />SEC. 5, NONAPPLICABILITY OF THE INDIAN INTERCOURSE ACT.
<br />The provisions of section 2116 of the Revised Statutes (25
<br />D.S.C. 177) shall not apply to any water rights confirmed
<br />in the Agreement and the final consent decree, Nothing in
<br />this section shall be considered to amend, construe, super-
<br />sede, or preempt any State law, Federal law, interstate
<br />compact, or international treaty that pertains to the Colo-
<br />rado River or its tributaries, including the appropriation,
<br />use, development, storage, regulation, allocation, conserva-
<br />tion, exportation, or quality of those waters.
