Estimated cost to State and local governments: The cost-shar- <br />ing agreement embodied in, the water rights settlement and imple- <br />mented by S. 1415 would require the State of Colorado and several <br />water conservation districts to pay approximately $70 million (18 <br />percent) of the cost of constructing phase I of the Animas-La Plata. <br />project and approximately $130 million (100 percent) of the phase <br />II construction costs. In addition, the agreement would require non- <br />federal, non-Indian beneficiaries to pay approximately $200 million <br />of the project's costs after construction is complete, primarly <br />through water repayment contracts and power revenues. <br />7.
