<br />I <br /> <br />I <br /> <br />2) Infrastructure and commercial activities are <br />coordinated with entities outside of park <br />boundaries. <br /> <br />3) Socioeconomic ecosystem stakeholders have <br />a good understanding of visitor <br />characteristics. <br /> <br />I <br /> <br />I <br /> <br />4) Long- and short-term recreation use and <br />tourism goals, including use levels and <br />growth, accommodations, and infrastructure, <br />are coordinated between federal, state, and <br />private entities. <br /> <br />5) Effective communications have been <br />established with other entities, the public, and <br />special interests. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />· ECO: WATER - The overall goal is <br />to manage and protect the regional water <br />resources and aquatic ecosystems to <br />maintain, rehabilitate, and perpetuate <br />their inherent natural integrity in western <br />Colorado in coordination with state and <br />other federal agencies. <br /> <br />Conditions to be attained: <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I) The Gunnison River's flows and flow regime <br />have been protected ensuring sufficient and <br />permanent water flows that mimic a natural <br />flow regime to the extent possible consistent <br />with the CRSP Act and Colorado water law. <br /> <br />2) Water quality is maintained at the highest <br />level possible, consistent with the Clean <br />Water Act (33 USC 1251 et seq.) and other <br />applicable federal, state, and local laws and <br />regulations. <br /> <br />3) Other water users and agencies assist in <br />achieving goals through recognition of <br />common benefits and support to reach <br />mutually agreed- upon goals. <br /> <br />4) Interpretive programming is in place that <br />addresses park and regional issues in the <br />context of the Gunnison River Basin <br />ecosystem. <br /> <br />5) The park staff is able to inform visitors about <br />resource issues on surrounding lands, and <br />surrounding land management agencies are <br />able to communicate park resource issues to <br />their visitors. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />6) Both parks are managed as part of the larger <br />Gunnison River Basin ecosystem. <br /> <br />7) The hydrologic environment (including flow, <br />flow regime, aquatic life, riparian vegetation, <br />and visitor exnerience) is manal!ed. in <br />concert with ~ther ma~agement- ag~ncies and <br />interests, to maintain natural hydrologic <br />systems from the headwaters to the Colorado <br />River. <br /> <br />8) Interpretive programming is active in <br />addressing regional river resource issues, in <br />the context of the Gunnison River Basin <br />ecosystem. <br /> <br />9) Research is facilitated in cooperation with <br />other entities. <br /> <br />10) An adequate database to support <br />management decisions is in place. <br /> <br />The boundary for this ecosystem is defined as the <br />Gunnison River Drainage, from the headwaters to <br />the confluence with the Colorado River. <br /> <br />· ECO: AIR - The park staff will work <br />with federal, state, and local agencies and <br />groups to perpetuate and preserve <br />outstanding air quality in and <br />surrounding the parks, including the <br />benefits to visitor enjoyment, human <br />health, scenic vistas, and the preservation <br />of the designated Class I and II airsheds. <br /> <br />Conditions to be attained: <br /> <br />1) In a cooperative effort, parks work to ensure <br />that facilities and activities within and <br />adjacent to the parks are in compliance with <br />Clean Air Act requirements, including state <br />and local regulations. <br /> <br />2) Parks obtain and use the necessary tools to <br />gather and gain information in a cooperative <br />effort to document air quality conditions for <br />the region. <br /> <br />3) Parks assist in an effort to develop a strategy <br />and to use available information to remedy <br />existing and prevent future air pollution <br />effects on regional air quality. <br /> <br />4) Parks assist in the protection of the regional <br />Class I and II air quality areas and long-range <br />visibility resources. <br /> <br />25 <br />002216 <br />
