<br />Bulletin 160-98 Public Review Draft <br /> <br />003GG2 <br />Note to Reviewers <br /> <br />California Water Plan <br /> <br />Here are some points to keep in mind as you read the January 1998 public review draft of <br /> <br />Bulletin 160-98: <br /> <br /> <br />I. Several key documents having statewide water management significance are now <br /> <br />circulating for public review, including the draft EIR/EIS for the CALF ED Bay-Delta <br /> <br /> <br />program, draft CVPIA Programmatic EIS, and State Water Resources Control Board <br /> <br />draft EIR for the 1995 Bay-Delta Water Quality Control Plan, To the extent possible, we <br /> <br /> <br />have incorporated material from these draft documents into Bulletin 160-98. However, <br /> <br /> <br />some of our text relating to these programs is necessarily placeholder material, pending <br /> <br /> <br />decisions about the programs' outcomes. For CALFED, for example, we have shown <br /> <br /> <br />operations studies results for one of the alternatives, to illustrate how the program might <br /> <br />be implemented. This placeholder material will be updated to reflect the programs' status <br /> <br />when the final version of Bulletin 160-98 is printed. <br /> <br />, <br />I <br />, <br />, - <br />, <br /> <br />2. <br /> <br />SWRCB's draft EIR for the 1995 Bay-Delta Water Quality Control Plan was released just <br />before our draft bulletin went to printing, More discussion of the EIR will be added in <br />the final version of Bulletin 160-98. Other events occurring just as this draft was going to <br />print include the one-year extension of the Bay-Delta Accord, release of detailed terms <br />for San Diego - Imperial Irrigation District water transfer for public review, and Inyo <br />County's action on the City of Los Angeles plan for dust control in Owens Valley. <br /> <br />L".; <br />~ <br /> <br />3. The negotiations over California's plan to reduce its use of Colorado River water to the <br /> <br />State's basic apportionment are continuing. Due to printing deadlines, the version of <br /> <br />California's "4.4 Plan" described in this draft Bulletin 160-98 will lag the negotiations by <br /> <br /> <br />about two months. <br /> <br />4.
