, SUMMARY: Pursuant to aection 102(2)[C)
of the National Environmental Policy
Act, the Bureau of Reclamation. the
National Park Service. the Bureau of
Land ManagemenL tbe Fisb and Wildlife
Service. and the Colorado Water
Consenration Board announce their
intent to prepare aD environmental
impact statement on 8 proposed water
service contract to furnish water from
the Wayne N. Aspinall Unit [Unit) of the
Colorado River Storage Project to the
Black Canyon of the Cunnison National
Monument [Monument). The purpose of
the contract is to provide wa ter for the
lor.,g.tenn protection of recreation.
scenic Bnd scientific values. and natural
resources of the Monument. for
protection of the Unit's purposes and
Colorado's water supplies. and to assist
in the recovery of dO\\71stream
endangered fisb species. Scoping
meetings will be held in three locations
Oto determine the scope of the issues to
be addressed and to identify the

reserved water rigbL but it would
establish a process to determine and
guarantee the quantity of water which
can annually be delivered to the
MDnument from the AspinaU UniL and it
would set forth guidelines regarding the
manner in which the releases are made.
